PhD after graduation? Yes, if a UGC proposal gets govt's nod

NEW DELHI: You may be eligible for a PhD just after graduation if a proposal in this regard gets the government's nod. A committee, appointed by the government to suggest academic activities and functioning of the 14 upcoming world class universities, is seriously mulling over this idea which is seen as a step to attract more students to research. The new system, if implemented, would bypass the conventional route of doing PhD after Masters and M Phil programmes. "The proposal is that the new 14 universities will introduce a four-year under-graduate course with direct mobility to Ph.D. Those who want to do MA, they can as well do so by additional one-year course after four-year graduation," UGC Chairman Prof Sukhadeo Thorat, who heads the committee, said. The rationale behind such proposal is that in the conventional system, students tend to lose interest for PhD after they spend three years of graduation, two years for Masters degree and again two years for M Phil. NATIONAL IDENTITY CARD IN INDIA

A national identity card is a portable document, typically a plasticized card with digitally-embedded information, that someone is required or encouraged to carry as a means of confirming their identity. Since the WorldTradeCenter tragedy of September 11, 2001, many countries have discussed issuing national identity cards as a way to distinguish terrorists from the law-abiding population. Generally speaking, the key element of the card is its number, which is used as an administrative mechanism for a variety of purposes. In many countries the number is used as a general reference to link the card holder’s activities in many areas. With the advent of magnetic stripes and microprocessor technology, these cards can also become an interface for receipt of government services. Thus the cards become a fusion of a service technology, and a means of identification. Many types of Identity (ID) cards are in use, in one form or another in numerous countries around the world. The type of card, its

Net telephony to open up, call rates to plunge

Internet users may soon get to call landlines or mobile phones from their computers. The Telecom Regulatory Authority of India (TRAI) on Monday recommended allowing Internet telephony on conventional phone networks, a move that would add to technological convergence, stoke competition and, possibly, make call rates drop further. Under existing norms, a voice call can travel between two computers but not from a computer to a mobile or a fixed phone. The regulator wants the restriction to go. Internet Service Providers stand to gain, as would business process outsourcing companies and offshore back offices, if the government accepts the recommendation. "This is a welcome step particularly for the Indian IT-BPO industry," said the National Association of Software and Service Companies, or NASSCOM. The move comes at a time when the outsourcing industry is battling to keep costs under check in the face weakening demand and dwindling orders from its most important client country -
